EXECUTIVE SUMMARY
September 7, 2004

 

1. Call to Order
Chair Dennis M. Daley called the second meeting of the fifty-first session of the North Carolina State University Faculty Senate to order at 3:00 p.m.

2.  Welcome and Announcements
Chair Daley welcomed Senators and Guests.

Chair Daley announced that the Pig Picking is being held at the Chancellor’s Residence. Senator pictures will be taken September 21 at 2:30 p.m.. Last semester there were a number of complaints about the email system and how it adversely affected research productivity. As a result the University Technology Committee will meet tomorrow at 9:30 a.m. in the Faculty Senate conference room in which the meeting will deal with this topic. 

3.   Approval of the Minutes, Meeting No. 1, August 24, 2004
The minutes were approved as corrected. 

4.   Remarks from Provost Oblinger
At the request of the Personnel Policy Committee Provost Oblinger reported on the matter of counter offers and retention efforts for faculty and the efficacy of the approach taken.

5. Remarks from Charles Leffler, Vice Chancellor for Finance and Business  
Vice Chancellor Leffler stated that he has been on the job now for thirty days and has appreciated all the advice he has been receiving.  His vision for Finance and Business is still taking shape and will continue to do so for some time. He would like to hear more from the campus community about the things that are most important to them in their efforts for NC State.

Vice Chancellor Leffler announced that Barbara Carroll has been hired as the new Associate Vice Chancellor for Human Resources.  A Search Committee has been organized to fill his old position of Associate Vice Chancellor for Facilities and the chair of the committee is Kathy Hart, Treasurer of the university.

Vice Chancellor Leffler reported that there continues to be an enormous amount of work happening related to the Bond Program.  The list of projects in the first round only scratched the service of the university’s needs. He noted that they are plugging away at the ongoing facility needs in an incremental manner.

Vice Chancellor Leffler reported that the PeopleSoft Financials system is going to be updated in February 2005.  The Human Resources System has already been updated.

6. Issues of Concern
Chair Daley stated that there have been a series of concerns about parking, especially with the specialty permits.  The Resources and Environment Committee is going to be reviewing the concerns.

Chair Daley stated that the Resources and Environment Committee is also busy dealing with the question of accessibility. 

Senator Warren is concerned about the proposed  “academic bill of rights” because of its underlying threat to academic freedom. She read a prepared statement outlying these concerns to the senate. 

Chair Daley assigned the issue of concern to the Academic Policy Committee.

Senator Baynes stated that in reading the minutes of the Faculty Senate meeting in the last academic year (2003-04) he discovered that the University is in the process of creating this special rank in terms of Senior Lecturer.  He is concerned that the name of this rank of Senior Lecturer may cause problems and some embarrassments for the University in the future.  

Chair Daley stated that the Senate would look into this concern.

7. Adjournment
Chair Daley adjourned the meeting at 4:40 p.m.
