FACULTY SENATE MEETING
October 6, 2009
1. Call to Order
Chair Margery Overton called the fourth meeting of the fifty-sixth session of the North Carolina State University Faculty Senate to order at 3:00 p.m.
Chair Overton welcomed Senators and Guests.
- Representative Rick Glazier, Chairman of the Appropriation Subcommittee on Education will give remarks at the General Faculty meeting.
- The General Faculty meeting will be held at 1 p.m. Tuesday October 20 in the Tally Student Center Ballroom.
- The Executive Committee will meet Thursday, October 8, 2009 at 3 p.m.
3. Approval of the Minutes, Meeting No. 3, September 22, 2009
A motion passed to approve the minutes.
4. Remarks from Chancellor Woodward
Chancellor Woodward announced that correspondence will be sent today with changes to three processes; Salary increase protocol, SPA and EPA position approvals and Travel.
Chancellor Woodward handed out a document containing a collection of recommendations made by various people as to the administrative processes that warrant change on campus. Work has already begun on four of the items.
Chancellor Woodward reported that plans are under way to appoint a standing committee called the Administrative Processes Steering Committee that will receive all of the recommendations and will specifically identify the ones that are to be worked on.
Chancellor Woodward reported that another big issue is the balancing of centralization versus decentralization. The Chief Communications Officer’s (Joe Hice) principle charge is to develop a strategic plan for communications on this campus. The goal is to find a proper balance between centralization and decentralization.
5. NCSU Korean Campus Initiative
Dr. Bialian Li, Vice Provost for International Affairs gave an overview of the planning process for the Korean Campus Initiative. He gave some background on the reason for the initiative and why in South Korea.
6. REG 02.20.3 Attendance Regulation, Academic Policy Committee
Senator Headen reported that changes were made to the policy to make the university and the system work more efficiently. The committee met with Louis Hunt and have reached an agreement that the policy is acceptable.
Senator Headen moved endorsement of the policy changes.
The motion passed unanimously.
7. Issues of Concern
Senator Hemenway received an issue of concern from a faculty member who wants to know why NC State has a music department, but does not have a music major on campus. She noted that there had been a task force that came up with a music major visibility study that was working with Provost Nielsen.
Past Chair Martin pointed out that the issue was discussed two years ago and that the Senate did take some action.
Chair Overton will look into the issue to see what action has been taken and report back.
Senators Roberts and Kidd questioned why Physical Education is on the list of university strategies that is being asked to lose non tenure track positions. They feel that it is inappropriate for this GEP requirement question to be put on board of the thirty initiatives and be considered as part of a budget reduction.
Chancellor Woodward explained that it is not a recommendation, that it is an idea that was put on the table and that it has been discussed previously about why do we have a PE requirement. The argument being, that it is not the norm. He said there is no data that would support that at all.8. Adjournment
