FACULTY SENATE

Resolution on Office of University Personnel

Whereas: North Carolina State University is adversely affected in the hiring and retention of faculty and staff by the application of a generic, state-wide system of position management, and

Whereas: North Carolina State University is adversely affected in the hiring and retention of faculty and staff due to the lack of salary and benefits competitive with our peer institutions and the private sector, and

Whereas: the University of North Carolina system faces the need for flexibility in meeting the complex and special personnel issues related to the recruitment and retention of university faculty and staff, and

Whereas: the State of North Carolina has addressed similar personnel problems (e.g., teachers and highway patrol) with the creation of unique programs, and

Whereas: we recognize that rights and due process afforded state employees must be preserved, and

Whereas: the Office of the President has initiated a study of the feasibility of a separate personnel system,

Be It Resolved: That the NCSU Faculty Senate supports the creation of a separate personnel system for the UNC System, and

Be It Further Resolved That: The NCSU Faculty Senate supports the initiative of the Office of the President in seeking legislative enactment and gubernatorial approval of a separate personnel system for its public universities.
