The state is ready for change. January 2009 brings a new governor, new legislative leaders, and a renewed interest in setting North Carolina on the right path.  IEI has laid the foundation for fiscal modernization through its Working Groups, the Emerging Issues Forum and the Business Committee on Financing the Future. 

Financing the Future achieved early sucess in the 2007 legislative session, as IEI contributed to the landmark reform of the financing system for Medicaid, a significant fiscal burden for many counties.

The State and Local Fiscal Modernization Study Commission has brought the issue of tax modernization before North Carolina’s General Assembly, priming it for action as the 2009 legislative session convenes.
