Our state is home to some of the world’s most advanced healthcare providers, home to firms that produce a constant stream of medical innovations, and home to world-class research institutions in science and public policy.

North Carolina is also home to constituencies crying out for effective change. Many businesses find it increasingly hard to meet the costs of employment-based healthcare. State government has difficulty paying for a swelling pool of retirees, while counties are often swamped by a tide of Medicaid payments. The migration of unskilled, often undocumented workers has created a crisis in uncompensated care, while a rise in the population of retirees has created a demand for direct care workers that is increasingly hard to meet. Finally, North Carolina has only a mediocre record in caring for the uninsured, reflecting a nation-wide trend.
