U.S. Executive Action Updates and Impacts
NC State continues to monitor and review all executive orders, actions and memorandums to understand what impacts there may be on the university’s vital work and its people.
Last Updated on Apr. 1, 2025
Please note: Federal executive orders contain guidance and directives issued by the federal government to executive branch agencies and departments. Executive Orders are not issued directly to institutions such as the university. NC State must receive and interpret directives from federal agencies to which the executive orders are directed before being able to understand and assess possible changes and impacts.
This is an evolving situation and the information on this page will be updated when appropriate.
Federal Research Funding
NC State is in the process of reviewing the executive orders issued in January and February to understand the impact on federal grants and research funding. University leaders are also in communication with partner institutions, state and federal officials to understand the scope of any proposed funding cuts or changes.
Principal Investigators should ensure that work continues on projects unless an order or communication from a federal sponsor or from the university is received to stop work. The Office of Research and Innovation (ORI) will provide additional updates as they are available to our research community.
International Students, Scholars and Employees
The Office of International Services (OIS), Human Resources’ International Employment department and the Office of General Counsel are monitoring all laws and policy changes that may impact NC State international students, visiting scholars and employees. When changes occur that directly impact U.S. visa holders, the university will contact those individuals directly.
With the federal government’s announcement that “enhanced vetting and screening” will occur at embassies and ports of entry, individuals should evaluate the purpose and urgency of any international travel plans in light of evolving U.S. policies for immigration, border security and searches.
There have also been recent media reports of international students, scholars and employees from other universities being detained by Immigration and Customs Enforcement. While the university cannot legally intervene with individual immigration or law enforcement cases, individuals may consult with Student Legal Services, their home country embassies or a private immigration attorney for further advice regarding their individual circumstances and concerns. They may also review their individual rights when interacting with immigration officials.
On behalf of the university, OIS and International Employment will continue to issue updates about requirements for international travel, carrying U.S. immigration documentation, and other helpful reminders. Please review immigration and travel guidance for current international students and immigration and travel guidance for current J-1 exchange visitors and student interns for additional information.
